High-profile case involves health officer
A PROSECUTOR of the city’s internal investigating committee said that among those being probed for alleged irregularities are from the City Health Office (CHO) and the City Treasurer’s Office (CTO).Without revealing details, lawyer Enrique Junior Bonocan told reporters after Thursday’s iSpeak forum that among the high-profile cases being probed by the committee involved a CHO official.

Bonocan said that other employees under investigation included those coming from the CTO.

Formed by Mayor Sara Duterte last February, the committee is set to conduct its initial hearing on the first batch of pending cases on April 26.

Bonocan, an attorney assigned with the City Legal Office (CLO), is one of the three lawyers named by Duterte to form the team of prosecutors.

The other CLO lawyers in the team are Marlisa Gallo and Janis Louis Esparcia.

In her Executive Order No. 6-Series of 2017, Duterte assigned CLO lawyer Osmundo Villanueva, Jr., Assistant City Administrator Lawrence Bantiding and Human Resources head Erwin Alparaque to compose the investigating committee.

The committee has the following powers:

- conduct formal investigations on administrative cases and submit its findings;

- conduct necessary proceedings, conferences, hearings, among others, to address complaints against local employees;

- report with the City Mayor’s Office; and

- perform other functions related to the complaint.

The city administrator’s office has the power to name a new special administrative prosecutor through a memo.

Meanwhile, the EO also sets up a secretariat to perform the clerical functions regarding the administrative complaint.

This early, the committee’s secretariat already received at least 50 cases since the forming of the committee.

Cases range from habitual tardiness and absenteeism to the illegal sale of city resources such as gasoline.
