Forty-one motorcycles and tricycles were impounded in the surprise inspection spearheaded by the Davao City Police Office (DCPO) on the morning of Valentine’s Day.

According to the report from DCPO spokesperson, Sr. Insp. Maria Teresita Gaspan, the joint operation, dubbed Oplan Lambat Bitag Sasakyan, started at 9:30 a.m., which also resulted in the impounding of two motorcycles with illegally attached sidecars.

The operation was joined by the Land Transportation Authority, Land Transportation Franchising and Regulatory Board, City Transport and Traffic Management Office, Task Force Davao, and Regional Mobile Force Battalion.

They also confiscated 300 drivers’ licenses and issued five citation tickets before ending the operation at around 11 a.m.

The impounded motorcycles were brought to the Traffic Group compound.

Last month, in a similar operation, law enforcers seized 28 motorcycles in the effort to clear the roads of unregistered and stolen vehicles. The operation also resulted in the confiscation of 81 drivers’ licenses and the issuance of 38 citation tickets.

The joint operation was conducted in major thoroughfares under the jurisdiction of nine of 12 police precincts — Sta. Ana, San Pedro, Talomo, Sasa, Buhangin, Bunawan, Toril, Tugbok, and Calinan.

“We have already prepared a security plan for the incoming DAVRAA,” said DCPO spokesperson Sr. Insp. Maria Teresita Gaspan during the I-Speak media forum held at the City Hall conference room on Thursday.

Athletes in the region will meet for DAVRAA to be held in this city from Feb. 12 to 23.

Gaspan said the DCPO security plan includes securing vital installations, facilities and equipment.

While not divulging the exact number of DCPO personnel to be assigned to the ground, Gaspan said the Regional Force Mobile Battalion (RMFB) of the Police Regional Office (PRO) XI will also be tapped for the event.

She said the DCPO will also be utilizing the force multipliers, including the barangay peacekeeping action team (BPAT) and the volunteer police auxiliary, in conducting community public awareness and intensifying its information gathering.

Gaspan said they are also asking for the cooperation of the community to maintain the peace and order of the city during the conduct of DAVRAA.

She said they are making sure to prevent any criminal activities to ensure the public safety, particularly the athletes and delegates.

Sr. Insp. Maria Teresita Gaspan, the spokesperson of Davao City Police Office (DCPO), said the operation also resulted in the profiling of 1,449 residents, including 119 individuals who have no identification card.

During the profiling, police found out that seven of those rounded up have pending warrant of arrest issued by the court.

They were identified as Jonel Malones Dajao (charged for anti-violence against women and their children), Crisanto Goles Delcano (election ban), Begin Suelto Dablo (attempted murder), Marcial Tiozon Hinatuan (falsification of private document), James Semilla Demiren (attempted murder), Nickle Ebona Angelia (illegal gambling) and Maria Luna Daguman (violation of SSS law).

The three-hour joint operation, which started at 6 a.m., was led by DCPO with the assistance of the Task Force Davao, Regional Force Mobile Battalion, Regional Mobile Unit, National Intelligence Coordinating Agency, National Bureau of Investigation, and the Criminal Investigation and Detection Group.

The group operated in the following police precinct areas of Sta. Ana (Barangay 24-C), San Pedro (Purok 4, Brgy 4-A), Talomo (back of UM Matina Campus), Sasa (Lower Biao Carmen, Sasa), Buhangin (Purok Ingan, Brgy. Tigatto), Bunawan (San Juan Budbud, Bunawan), Toril (Purok 3, Brgy Lubugan), Tugbok (Aglipayan, Brgy Sto Nino), and Calinan (Datu Abing Street, Brgy. Calinan Proper).

City police director, Sr. Supt. Alexander Tagum, assured that there will be no whitewash in the investigation as the complaint already reached the City Mayor’s Office. They will face administrative and criminal charges if proven guilty.
In a phone conversation with Supt. Alfredo Baluran, the chief of the Mobile Patrol Group, he said the incident occurred inside the barangay hall of Barangay 19-B. The two men, who hold ranks of a Police Officer 1, were caught on CCTV spanking the minors with a wooden stick.
Baluran said they already turned over the police officers for investigation.
Speaking at yesterday’s AFP-PNP press conference held at Royal Mandaya hotel, Sr. Insp. Maria Teresita Gaspan said the incident occurred at around 1:15 a.m. when the two police officers were dispatched by a Central 911 operator to respond to a reported riot in Garcia Heights.
“We are saddened by the incident involving our personnel in the allegation of the mauling incident that transpired last Jan. 20, 2018,” Gaspan said.
Mayor Sara Duterte-Carpio, meanwhile, warned the police not to overstep their bounds in the performance of their duties.
“Force should not be used against them unless police authority is ignored or lives are in danger because of the actions of the minors,” the mayor’s statement released by the City Information Office read.
Gaspan said when the police officers arrived, the three minors were already rescued by the village peace officers and brought to the barangay hall.
“The Davao City Police Office will not tolerate, neither condone, any misconduct, abuse of rights or irregularities or inappropriate behavior among its personnel,” she added.
Gaspan declined to name the two police officers pending the results of the investigation by the Investigation and Detective Management Branch of the DCPO.
“At this point, the identified police officers were already placed under restriction,” she said.
The mayor said she already ordered Tagum to conduct an investigation “and mete out the appropriate sanction if the policemen involved are found to have violated rules on apprehension.”
In the statement, it was explained that the mayor only learned of the incident from a fellow lawyer early this week. The report said the children were apprehended around midnight.
“We are confident that Davao City policemen know by heart their obligation to uphold the rights of all people, especially those who have less in life and the most vulnerable,” she said. (with reports from Ma. Cecilia Badian)

Sr. Supt. Alexander Tagum, Davao City Police Office (DCPO) director, told reporters yesterday that the plan is not easy to implement but they are hoping all the preparations will be in place before 2020.

“This is because of the conduct of special quota recruitment and training, which will take at least more than one year, and the construction of new police precincts, which will take another year,” Tagum said. “So probably within two years, it can be established already.”

“By that time, we can say the DCPO will now be ready for the very fast growth of Davao City,” he added.

Tagum said they are targeting to put up more precincts in densely populated areas like Sta. Ana, San Pedro, Talomo and Buhangin. He cited the fast commercial expansion of these areas in recent years as well as their projected economic growths.

He also thanked the city council for supporting proposals to better secure the city.

“The more police personnel deployed in convergent areas in the city, the more we can respond and cover a certain area,” he added.

On the other hand, Sr. Insp. Maria Teresita Gaspan, DCPO spokesperson, said the 1,700 additional police personnel will be assigned to the DCPO if Camp Crame approves the request.
“The city is (classified as) highly urbanized so we need to enhance our public safety and security measures,” she said.
For now, the DCPO has a total of 1,850 PNP personnel, which brings the ratio of policeman to population at 1:1,000 or below the 1:500 ideal ratio.
Last Friday, Mayor Sara Duterte said she is requesting the leadership of the Police National Police to deploy 2,500 additional police officers in the city to keep up with the growing development of the regional center.
