According to Lt. Col. Jacob Thaddeus Obligado, commander of the 67th Infantry Battalion, they monitored only 93 communist guerrillas operating in the area this year compared to the 299 last year.
“We have reduced them by 80 percent we could not have done that without the relationship of the governor and mayor, and the help of Barangay and municipal officials,” he said, adding that the role of the peace volunteers is instrumental in protecting the indigenous communities in the province.
On Saturday, around 150 peace volunteers graduated from the four-day training and seminar during the ceremony conducted at Sitio Batiano, Barangay Salingkumot, Caraga, Davao Oriental on Saturday.
He said they’ve proven the effectiveness of the program since there were zero atrocities committed by the NPA in the area since July of last year.
“Unlike other provinces and municipalities, the pride of the Mandaya is (evident),” he said. “Unlike other tribes, they are fighting against communism and terrorism.”
The peace volunteers came from NPA-affected areas, and the military doesn’t provide them with firearms. Instead, they will defer to the customary laws of the Lumad political structure. In this case, the protection of the ancestral domains will still be led by the baganis (warriors).
“The baganis are the defenders of the ancestral domain,” he explained.
He said the peace volunteers have their own indigenous weapons which are used only within their ancestral domain area.
“They have spears, and weapons to defend themselves against the animals, intruders. These are being used for hunting to source out their food, ” he added.
He said tribal communities should never be afraid of the NPA because the rebels are just a small band of armed men. One positive step is the fact that residents are coming forward to become peace volunteers and secure the ancestral domain. They will also serve as ambassadors to raise awareness on the need to protect and nurture the natural resources.
Tribal chief Kalig-onan said the peace and development volunteers will help establish order and security in the community.
In total, Obligado said around 700 peace development volunteers already graduated in the first district of Davao Oriental from Manay to Caraga, Baganga, Cateel, Boston, and Lingig in Surigao del Sur except in Tarragona.
The five-day training of the volunteers is divided into modules. Among these are modules in livelihood, government in action (government agencies), people empowerment (first responders when emergency), plan-making and deployment, and good citizenship.

Criminal charges have been filed against a commander of the New People’s Army (NPA) and several other subordinates in connection with the Black Saturday attacks where armed men burned 10 heavy duty vehicles in three hinterland barangays in the city.

Davao City Police Office (DCPO) director Sr. Supt. Alexander Tagum said cases of arson and grave threat have already been filed against the NPA members before the City Prosecutor’s Office.

Tagum identified the NPA commander as Kumander Bungot who is also known as Ka Roy.

Other NPA members charged were identified as Ka Larry, Omer Pagatpat, Samuel Rojas, Potot Entera, and Samuel Rojas. Several John Does were also included as respondents.

Further information about the suspects was not revealed.

Tagum told TIMES yesterday that arson case, under Investigation Sheet No. XI-02-INV-18-D-1003, was filed on Thursday against Kumander Bungot, Ka Larry, Pagatpat, Samuel Rojas and several other unidentified rebels.

Tagum said a case of grave threat, docketed as IS No. XI-02-INV-18-D-1008, was also filed on Saturday against Kumander Bungot), Ka Larry, Entera, Rojas, Pagatpat and several others in connection with the case.

On Black Saturday, alleged NPA members burned backhoes, dump trucks, and bulldozer in the city’s three hinterland barangays – Barangay Callawa in Buhangin District, Barangay Fatima in Paquibato District, and Barangay Dalagdag in Calinan District.

In the Davao del Norte attack, the police already filed an arson case against the suspected NPA members.

Chief Insp. Milgrace Driz, spokesperson of the Police Regional Office (PRO) XI, said that the arson case was filed on Tuesday against Joe Almendras, Dalagis Balite, Enting Mansumiat, Lugib Tausan, Enting Tumbasay, Rommel Tausan and Laro Manlologpis, all residents of Talaingod, Davao del Norte.

They were charged for burning a backhoe in Sitio Banualay, Barangay Palma Gil, Talaingod around 10 a.m. on April 3, a Thursday.

Speaking in the recent AFP-PNP press conference, Driz said the case was filed before the Provincial Prosecution Office in Tagum City

City Mayor Sara Duterte condemned the attacks, which she described as “downright cowardly.”

The construction of roads in Barangay Callawa, Barangay Fatima, and Barangay Dalagdag are now temporarily stalled because of the attacks, she said.

“The road projects could make the delivery of other basic services to the people faster — including health, education, agricultural development and livelihood,” the mayor said. “The said projects could change the lives of the people for the better.”

“The fresh atrocities reveal that the terrorist group only truly intends for people to continue living in a condition of poverty, which they could use as a capital in their propaganda against the government and to justify their presence in the communities where their influence and significance are waning,” the mayor added.

The Eastern Mindanao Command (EastMinCom) yesterday reported that Pablito Campos, also known as Batik or Ponsoy, front secretary of the Guerrilla Front 21A, was captured by Sibagat police and the troops from the 3rd Special Forces Battalion (3SFBn) under the 401st Infantry Brigade of the Philippine Army.

Campos also served as the spokesperson of the Sub-Regional Committee of Westland of North Eastern Mindanao Regional Committee (NEMRC).

EastMinCom spokesman Maj. Ezra Balagtey said the operation also resulted in the confiscation of an M4 rifle, a fully loaded long magazine, three cellular phones, and one backpack containing one hand grenade from Campos’ possession.

Col. Andres Centino, 401st IB commander, is expecting more arrests of Communist Party of the Philippines-New People’s Army (CPP-NPA) members with focused operations against the organizations which have been derailing development in the rural areas.

Centino said the capture of Campos shows that security forces adhere to the rule of law and the International Human Rights law.

Centino said Campos would face trial for all “atrocious acts (committed) against the people”.

Campos has been accused for the failed ambush of the Sibagat police personnel last July 29, 2017 at El Rio, Sibagat, Agusan del Sur.

Centino said Campos has eight standing warrants of arrest for crimes of rebellion, frustrated murder, multiple attempted murder, kidnapping and serious illegal detention issued by different regional court offices in Lianga, Surigao del Sur and Bayugan City.

1st Lt. Teresita Ingente, 4th Infantry Division spokesperson, said the capture of Campos is seen as another setback of the CPP-NPA for being the brains behind Front Committee 21A, the top propagandist and the one who allegedly decided on the extortion and abduction activities of the NPA.

Ingente said Campos was also behind the recruitment of NPA members in Sibagat, Bayugan and San Miguel, Agusan del Sur.

She said these two areas have been considered the “root of terrorism” in the areas of Agusan del Sur.

With the capture of Campos, troops vowed to continue their security operations in the area to ensure the safety of communities.

The Armed Forces of the Philippines (AFP) has been urging members of the NPA and the supporters to give up and lead normal lives.

Balagtey reported that since January, the 401st IB already neutralized a number of CPP-NPA members from Agusan Sur and Surigao Del Sur.

Balagtey said four have been captured while 57 have surrendered because of the military’s relentless operations.

Also, 26 firearms and more than 100 improvised explosive devices, thousands of ammunition were seized.

Balagtey said the NPA also lost control of four major enemy camps which were overrun by government troops. Ingente said 4th ID under Maj. Gen. Ronald Villanueva has been urging NPA members and supporters not to waste the government’s call to return to the folds of the law.

Ingente added that the government, through its Comprehensive Local Integration Program (CLIP), is also offering cash and livelihood programs for every surrendered firearms.

The 4th ID urged the NPA to take advantage of the program as it will not be offered forever. (Grace Saron with PNA)

They were received by the joint elements of the Bukidnon Police Provincial Office and the 88th Infantry Battalion under the 403rd Infantry Brigade.
Meanwhile, another two rebels belonging to the SYP Platoon, GFC 3, SMRC surrendered to the pursuing troops of the 26th IB on Feb. 17, 2018 in Veruela, Agusan del Sur.
Capt. Norman Tagros, the civil-military operations (CMO) officer of 403rd Infantry Brigade, said the returnees in Barangay Concepcion brought along three high-powered firearms.
Tagros said the former NPAs surrendered one M16 rifle with live ammunition, one Cal. 30 M1 Carbine rifle with live ammunition; and one Cal .22 rifle with scope, suppressor, and live ammunition.
It can be recalled that on Feb. 14, around 8 a.m., troops from 88th Infantry Battalion were able to unearth massive food and medical supplies of the NPA near Sitio Bulacao.
Meanwhile, the surrendered individuals will be enrolled in the Comprehensive Local Integration Program or CLIP where they will be receiving cash remunerations for the firearms they surrendered, cash, livelihood assistance, housing, and employment assistance.
In a statement, Brig. Gen. Eric C Vinoya, commander of the 403rd Infantry Brigade, assured the rebels that the brigade will support their intention to return to their normal lives again.
“You have made the right decision which is valuing your lives and the lives of your families, more than just being deceived and subjected to false promises from your leaders, by deciding to go back to the folds of the law,” he said.
“I continue to urge all those who still remain deceived by the CPP-NPA terrorists’ false promises and ill-motivated acts to start anew. We will always be here to assist you.” he further added.
Meanwhile, two rebels surrendered after the series of encounters between the troops of 26th Infantry Battalion and NPA’s Guerilla Front Committee (GFC) 3 of Southern Mindanao Regional Committee (SMRC) at the mountainous area of Veruela, Agusan del Sur.
Capt. Paulo Agda, the civil-military operations (CMO) officer of 26thIB, identified them as alias Eman, 17, and a resident of Barangay Santa Emelia, Veruela, and alias Che-che, 18, resident of Barangay Gupitan, Kapalong, Davao del Norte.
Che-che was wounded during an encounter last Feb. 10 and was brought to Talacogon District Hospital for medication.
The duo surrendered one .38 caliber revolver, one complete set of IED and assorted medicines and medical paraphernalia.
“Violations of the Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL) are clear on this as the NPA recruited minors as combatants and their continued use of the banned explosive devices,” Col. Andres Centino, the commander of 401st brigade, said.

Government troopers also overran an NPA encampment in the same area.

Capt. Al Anthony Pueblas, the civil-military operations (CMO) officer of 402nd Infantry Brigade, said troopers from the 29th Infantry Battalion responded to a report from a concerned civilian regarding the presence of rebels in Sitio Ancili, Zapanta Valley, Brgy Bangayan that afternoon.

Around 4:30 p.m., the government soldiers encountered around 30 armed men.

Pueblas said the firefight lasted for 40 minutes that resulted to the capture of the NPA camp that could accommodate around 100 individuals.

The troopers also recovered five improvised explosive device (IED), a hand grenade, a rifle grenade, assorted ammunitions and a mobile phone.

By 5:55 p.m. of the same day, a gunfight erupted between the two groups in Sitio Ancili, resulting to the death of three rebels.

The government soldiers were able to recover one M4 rifle.

“We extend our deepest sympathies to the families and friends of those killed,” Brig. Gen. Nemesio Gacal, the commander of 402nd Infantry Brigade, said. “It is tragic that they have taken arms against the Filipino nation.”

Capt. Jerry Lamosao, the spokesperson of the 10th Infantry Division, said the 129 returnees are beneficiaries of the skills training caravan program of the municipal community training and employment coordinator in partnership with the LGU-Pantukan, the provincial government of Compostela Valley, Office of the Congressman District II and the 46th Infantry Battalion.

The beneficiaries, who are former members of Militia ng Bayan (MB), Sangay ng Partido sa Lokalidad of NPAs came from Sitio Boringot and Diat Palo of Barangay Napnapan and Sitio Panganason, Barangay Kingking, both of Pantukan, Compostela Valley.

They surrendered to 46th IB based in Pantukan, ComVal.

The participants successfully completed the training requirements of MTEC-Pantukan with National Certificate II (NCII) from the Technical Education and Skills Development Authority.

Out of the total beneficiaries, 51 completed courses on shielded metal and arc welding, 31 on motorcycle small engine repair, 28 on massage therapy, and 19 on nail care.

Present during the event were Ferdinand A Sanchez, Municipal-CTEC of Pantukan; Catherine Uy-Pangay, Executive Assistant II- Office of the Governor; Nick Bryan Patalinghug, PIO of LGU-Pantukan; Violeta D. Balani.

Also present were Jovito M Rodriguez, barangay captain of Napnapan, 1Lt. Eric P Hernandez, commanding officer of Bravo Company, 46th Infantry (Peacemakers) Battalion.

The said beneficiaries were very grateful for the assistance provided by Peacemakers Battalion and the program accorded to them by the local government. This program is of great help for them in improving their standard of living.

“The quality education is a government mission and vision; citing some examples of how short courses have brought out millionaires among ordinary citizens who used their skills as stepping stone for progress,” Compostela Governor Jayvee Tyron Uy said in his message read by her executive assistant, Catherine Uy-Pangay.

Uy also encouraged the beneficiaries to work harder using their acquired skills to produce quality services and jobs.

The Philippine Army’s 10th Infantry (Agila) Division has recorded 64 regular members and 799 supporters of the New People’s Army (NPA) – a total of 863 — to have surrendered in the region since last month.
Capt. Jerry Lamosao, spokesperson of 10th ID, credited the continued conduct of its Community Support Program (CSP), part of its Development Support and Security Plan (DSSP) Kapayapaan, which aims not only to secure communities from violence and insurgency but also securing them from poverty, hunger, and other major social issues that slowly cripples down the marginalized sectors.

Speaking on Wednesday’s AFP- PNP press conference Lamosao said that 799 supporters who surrendered were members of Sangay sa Partido sa Lokalidad, Militiang Bayan, Underground Mass Organization and other left-leaning organizations.

They also recovered 38 surrendered firearms.

As of Feb. 7, they have recorded 15 encounters and seized 22 firearms and 26 improvised explosive devices (IED). They also discovered 17 enemy encampments.

Based on their record, there were 9 CPP-NPA killed and two other members arrested.

On the side of the government, there were two soldiers killed in action (one regular and one militiaman) and 12 wounded (five regular and seven militiamen) and lost two firearms.

“Our focused military operation continues, especially after there were two IPs killed in Talaingod (Davao del Norte),” Lamosao said. “We intensify the presence of the soldiers in that area.”

He said the army’s information dissemination continues “as we also urge the public to report to their local chief executives and AFP and police in your area the presence of any terrorist group.

“With this, we may be able to prevent atrocities.”

City Police Office director Sr. Supt. Alexander Tagum told TIMES yesterday that the recovery of IED indicates two obvious points: the terrorists are “indeed” planning to initiate criminal intent in the city and that the security measures imposed in the city are highly effective against the terrorist plans.

“This further proves that all security forces based in the city should not relax their guard,” Tagum said. “Or else the terrorists will strike terror in our beloved City.”

“Also we need the support of the vigilant residents of this city for us to fight this common social problem,” he added.

Col. Nolasco Mempin, TFD commander, said they have yet to determine the real intent of the IED there.

“The IED has similarity with the IED used by NPA in their landmining and terroristic acts,” Mempin said.

“We could not speculate the intent but our AFP (Armed Forces of the Philippines) are always on guard and high alert against the continued terroristic activities of the NPA,” he added.

The IED was recovered early Thursday morning by TFD personnel along the national highway near a pedestrian foot bridge in the busy poblacion of Barangay Alejandra Navarro (Lasang), Bunawan District.

The area is just around 50 meters away from the Lasang Footbridge and 1.2 kilometers away from the TFD checkpoint in Sitio Licanan.

The EID — revealed to be an improvised hand grenade — was made of PVC pipe, detonating cord, blasting cap and ammonium nitrate fuel oil (fertilizer mixed with diesel fuel).

Joint police and army agents conducted a law enforcement support operation that led to the arrest of New People’s Army officer Leonida Guao, alias Ka Leah/Ligaya/Laya, in Barangay Bading, Butuan City at around 2:50 p.m. on Friday.

Capt. Al Anthony Pueblas, the civil-military operations (CMO) officer of 402nd Infantry Brigade, said Guao is the finance officer of the NPA’s Komisyon Mindanao (KOMMID) who is responsible for the synchronization of the collection and distribution of extortion money in Mindanao.

The operation was participated in by the Philippine Army’s 402nd Brigade and 401st Brigade and the Philippine National Police’s Criminal Investigation and Detection Group and Police Regional Office 13 who were armed with a warrant of arrest.

The warrant of arrest was issued by the Regional Trial Court Branch 7, Bayugan City, Agusan del Sur.

Guao is facing a murder case under Criminal Case number 5809.

Brig. Gen. Franco Nemesio Gacal, 402nd Infantry (Stingers) Brigade commander, said in a statement that “Guao, as head of finance of KOMMID, knows a lot of the extortion activities in Caraga as well as in the entire Mindanao.”

“We hope that she will cooperate with the investigating team in identifying individuals, business establishments and organizations that are providing financial support to the CPP-NPA terrorists,” Gacal said.

“The successful Support to Law Enforcement Operation of the joint Army and PNP is the product of collaboration and partnership of the military and other law enforcement agencies,” he added.

“The government’s efforts against the CPP-NPA (Communist Party of the Philippines-the New People’s Army) terrorists are relentless. We will not stop here. We will continue with our anti-terrorist and counter-terrorist operation to ensure the safety and security of the Caraganons,” he further said.
The arrested leader is now under the custody of CIDG Caraga for further legal processing.

Meanwhile, Lt. General Benjamin Madrigal Jr., commander of the Eastern Mindanao Command, expressed his appreciation for the cooperation of the different government agencies and the community that led to the arrest.

“The arrest gave justice to the victims of their atrocities, particularly those Indigenous Peoples they brutally killed, the common people who have been victimized by their extortion and terrorist activities, and those who have lost their livelihood brought about by their arson and sabotage activities,” Madrigal said.

“This arrest is a result of the cooperation of the whole community and the different law enforcement agencies. It also proves that the terrorists cannot run away from the long arm of the law,” the commander added.

Col. Ernesto Torres, the commander of 1003rd Infantry (Raptor) Brigade  and also the newly appointed spokesperson of Martial law in Eastern Mindanao, said the 683 identified rebel returnees coming from the different battalions of Eastern Mindanao Command will be flown to Manila as part of their educational tour.

“So we expect that  the objective of what we call the educational tour is to  encourage active participation  of our former rebels  in nation- and peace-building,” he said.

The brigade commander said the former rebels will be brought to Manila in three batches (more than 200 per batch) from Feb. 6 to 10, 2018 via C-130 Air Force plane while the other two batches will be announced later.

“For the first batch there will be more than 200 they will be transported using C-130 and they will be housed and billeted … accommodation will be provided,” he said.

There will  be two scheduled dinners for the 683 rebel returnees:  first is with the AFP Chief of Staff Rey Leonardo Guerrero, and second with President Duterte in Malacanang.

“We also expect that the President will talk to them and update them on the progress of the programs that are being offered to them,” Torres said.

“This will be  sense of history because they will be toured to Intramuros, Malacanang  and other  historic spots in the Philippines,” he added.

Hopefully, he said, the rebel returnees will also be able to convince their former comrades to come down from the mountains.

“That’s how serious we are in increasing the awareness  of our Lumad brothers  who we know  are victimized by the recruitment of the NPA,” he added.
