The council unanimously approved the request of City Mayor Sara Duterte, as forwarded by City Administrator lawyer Zuleika Lopez, on Monday to have legislative authority to utilize a portion of the 30 percent Quick Response Fund (QRF) out of the five percent of Disaster Risk Reduction Management Fund (calamity fund) of the City Government for Calendar Year 2017.

During the session’s suspended rules, Councilor Danilo Dayanghirang, chair on the Committee on Finance, Ways and Means, and Appropriation, pushed for the approval of the measure.

In the ordinance, the cities of Ligao, Tabaco, and Legaspi and the municipalities of Camalig, Daraga, Guinobatan, Malilipot, Sto. Domingo and Bacacay will receive P500,000 each.

According to City Budget Officer Ermelinda Furog Gallego, the 30 percent QRF’s current balance stands at P113,659,663.50. Once the aid will be appropriated, P109,159,663.50 will be left for Davao City.

Based on rules, the amount can’t be disbursed without the affected areas declaration of state of calamity. On Jan. 16, Albay was placed under a state of calamity amid the threat of the Mayon Volcano’s hazardous eruption, which has prompted thousands of residents to evacuate.

City Disaster Risk Reduction and Management Office (CDRRMO) chief Emmanuel Jaldon said that according to the Office of Civil Defense, due to the eruption of Mayon Volcano it has affected 20,477 families with 79,757 individuals.
As of Jan, 29, the Mayon Volcano is at alert level 4. Mayon’s seismic monitoring network also recorded four volcanic earthquakes, seven tremor events, two of which correspond to lava fountaining events, and 23 rock fall incidents.
Last December the city government also donated P8-million for the affected areas in Visayas hit by Typhoon Urduja.

The Marawi City has also received P5 million financial assistance from the city on November for its rehabilitation after the five-month siege laid by the Islamic State-inspired militants.
