Reg 11 police officers more disciplined: Internal Affairs

THE NUMBER of cases filed against police officers in the region have steadily declined in the past three years.

Speaking in yesterday’s AFP-PNP press briefing held at Royal Mandaya hotel, Sr. Supt. Joselito Carumba, chief of Regional Internal Affairs Service XI, said the police personnel in the region are relatively disciplined.

The RIAS, an administrative unit of the Philippine National Police (PNP), is the lead agency in the campaign against all forms of misconduct in the force.

Based on their record for the year 2016, there were six PNP personnel dismissed from the service, 13 who were demoted, and 19 suspended.

For 2017, 10 were dismissed from the service, one demoted, and eight suspended from the service.

“For the first quarter of 2018 we are negative for dismissal, demotion and suspension,” Carumba said.

He also said that Davao City has the most number of cases in terms of violation of police operational procedure.

“The violation of POP, these are legitimate operations which resulted in the injury or death of the suspects during the operation,” he said. But he explained that it doesn’t mean the police officers are guilty but the investigation on instances like this is automatic, and the report is sent to their office.

“This is what we called moto propio investigation ,” he further said. “But I would like to make it clear it is not alarming.”

Based on the record of RIAS XI, for the year 2016 they have received 86 cases against PNP personnel. Two for irregularity in the performance of duty, nine for neglect of duty, eight for violation of R.A. 9262/VAWC, 35 for violation of RPC and Special laws , seven for violation for RA 6713 and 20 for violation of police operational procedure (POP).

For the year 2017, they have received 85 cases. One for irregularity in the performance of duty, 12 for neglect of duty, three for violation of R.A. 9262/ VAWC, 24 for violation of RPC and special laws, and 21 for violation of police operational procedure (POP).

For the first quarter of 2018, they already only recorded 35 cases, three for violation of R.A. 9262/ VAWC, nine for violation of RPC and special laws and 23 for for violation of police operational procedure (POP).

“In terms of the internal discipline, we are declining, especially the neglect of duty,” he said, adding that the number of PNP personnel who are absent without official leave is also on the downward trend.

“If I compare on the RIAS 7 or Cebu region because I was assigned there for one year as acting regional director of RIAS 7, based in 2016 and 2017 and first quarter of 2018, our cases in terms of internal discipline of the PNP in Region XI are declining,” Carumba said.

“So this is a good sign maybe because the salaries of our police officers have increased effective January 2018, and probably because Davao City was made as a model because our President and PNP chief Ronald dela Rosa are from here,” he said.

He also said there is only a little increase on violations of Revised Penal Code and special laws but it is not also alarming. Special laws refer to gambling and illegal drugs, among others.
