Publications committee renamed

The move to amend the functions of the committee on publications was approved on second reading during the regular session of the City Council on Tuesday.

In a privilege speech dated March 9 by Councilor Mabel Acosta, chairperson of the committee on publications, the move to change the name, as well as the function of the same committee, was presented to the body.

It was approved on first reading on the same day. The committee hearing for the said item was conducted on June 21, 2018.

The need for amendment of the existing functions of the said committee was due to the overlapping functions with the Office of the Secretary to the Sangguniang Panlungsod.

The Local Government Code of 1991 outlines the functions of the Secretary to the Sanggunian with regard to the qualifications, powers, and duties.

The law provides that Office of the Secretary to the Sanggunian shall translate into the language used by the majority of the inhabitants all ordinances and resolutions immediate after approval. This also stipulates that the publication of the translated and original version shall be made.

This overlaps the Revised Rules of the Sangguniang Panlungsod dated July 6, 2010 which states that the committee shall publish all forms and classes of the resolution and ordinances enacted by the Sangguniang Panlungsod which are required to be published.

Acosta initially presented that the committee may be abolished or amended in its name and function.

The committee shall now focus on the publications of other special materials apart, from resolutions and ordinances as directed by the City Council.

The same amendment provides that the committee shall assess the editorial quality, content, and design of the publication of the special materials. The committee on special publications shall also oversee the translation done by the secretariat.
