Personnel dev’t committee renamed to comply with CSC

The Personnel Development Committee (PDC) was renamed into the Human Resource Development Committee upon the signing of Mayor Sara Duterte of Executive Order No. 21 on Aug. 24, 2018.

The EO also covers the amendment of policies in the selection of nominees in training, career development, and scholarship programs by the city government of Davao.

The members of the HRDC will formulate the internal rules and procedures for an equitable and rational availment of scholarships, study grants, and training without discrimination to age, sex and gender, ethnicity, religious beliefs, civil status, disability, and political affiliation.

One of their main functions is to evaluate the nominations submitted by the heads
of departments/offices with respect to scholarship opportunities are equitably availed by deserving officers and employees.

Applicants for the study leave grant should also be evaluated to ensure that the field of study is pursued by the same officials and must be relevant to their official duties and responsibilities or the agency’s mandate.
The HRDC will also conduct screenings and interviews and other related activities
in selecting candidates for training/scholarship grants and study leave. Selected applicants will be recommended to the appropriate body through the Department of Interior and Local Government, National Economic Development Authority, Civil Service Commission, and other institutional bodies offering the same applicants for scholarship programs.

The committee is also tasked to direct the preparation of endorsements and
contracts on scholarships and study leave.

The creation and renaming of PDC into HRDC is part of the government’s compliance with the requirements of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission.
