Intensified police operations now include medical missions

AS THE ARAW ng Davao is fast approaching, the Davao City Police Office (DCPO) conducted an intensified inspection and community service in various parts of the city that led to the arrest of 15 persons with warrants of arrest.

From the previously coined Oplan: Bulabog, the enhanced operation is now dubbed Oplan: Kalinaw, a four-in-one package designed not only to prevent crime but also to bring the police closer to the people through community service.

DCPO director Alexander Tagum said two new features are added in the operation: Community Outreach (with personnel giving out free medical check-ups, medicines, and vitamins) and

Community Empowerment (the community will be lectured on crime prevention).

Previously, the operation solely aimed to identity and conduct background checks and profiling of transient residents in the city’s urban poor communities and as a manhunt operation to arrest of wanted persons/fugitives hiding in the communities.

In the initial round of the intensified area security, community service and protection operation, the DCPO and its allied forces visited the following areas:

  • Purok 4 and 5 of Isla Verde in Barangay 23-C under the Sta. Ana Police Precinct, Malvar Alley in Brgy. 7-A under the San Pedro Police Precinct, and San Francisco de Asis in Brgy. Matina under the Talomo Police Precinct (all in First District);
  • Cabayugan 3 in Brgy. Sasa under Sasa Police Precinct; St. Jude in Brgy. Buhangin under the Buhangin Police Precinct; Tibungco under the Bunawan Police Precinct (all in the Second District); and
  • Curvada in Brgy. Lizada under the Toril Police Precinct; Purok 21 of Talipapa in Brgy. Sto Niño under Tugbok Police Precinct; and Puting Bato in Brgy. Riverside, Calinan under the Calinan Police Precinct (all in the Third District).

The three-hour simultaneous operation which started by 6 a.m. resulted in the profiling of 1,673 residents, including 125 individuals who don’t have any identification cards.

Those arrested were identified as Aldex Acacio Lim, Helen Morante Gaspar, Ricardo Suico Tablo (all for grave coercion); Nestor Tadtad Olbes, Dante Labininay Digamon, Rowena Webon Chanco (all for estafa); Jimmy Corotan and Nicasio Bautista Tobias Jr. (both for illegal drugs); Mario Cañete Dorado and Mary Ann Dalugdug (both for illegal gambling); Carlo Robillos Bandal (attempted homicide); Celedonia Du Cañaberalia (child abuse); Venido Talisok Estopin (robbery and violence against person); Rey Datahan Eviota (malicious mischief and slight physical injury); and Jean Haguisan (slight physical injuries).

The arrested persons are now in the custody of their arresting police stations and were subjected to medical checkup pending their turnover to the concerned court.

Security forces and law enforcement units aiding the DCPO in the operation include Task Force Davao, Regional Mobile Force Battalion, Philippine Coast Guard XI, Regional Mobile Unit, National Intelligence Coordinating agency (NICA) XI, Bureau of Fire Protection (BFP) XI, Criminal and Investigation and Detection Group (CIDG) XI, and the Regional Intelligence unit.
