on road works Councilors to grill DPWH, DCWD, DLPC

THE CITY council will likely be grilling officials of Department of Public Works and Highways (DPWH), Davao City Water District (DCWD), and the Davao Light and Power Company on various road works that are causing traffic in the city.

The city council has invited representatives from the agencies to attend next week’s regular session. The legislators are seeking explanation from the companies on their road projects, such as street diggings, that are already affecting severely the motorists in the city.

The matter was raised on suspended rules last Wednesday during the city council’s session.

Councilor Conrado Baluran, who heads the transportation committee, was in the middle of proposing legislative authority for the closure of a road in Barangay Mintal for a particular work when several councilors said that the agencies should instead explain their construction activities.

Councilor Pilar Braga said that motorists are already complaining to her about the traffic – daily and nightly — due to road closure caused by various projects.

Councilor Danilo Dayanghirang said that such traffic, caused by road projects, even reached in Indangan in the second district.

Dayanghirang demanded that the agencies should respond within 72 hours upon the receipt of the official communication from the city council.

But Councilor Bonifacio Militar cautioned the councilors from ordering the said agencies to write an explanation letter.

“They are not our employees,” Militar said.

Instead, Militar suggested that officials of the concerned agencies should instead be invited to the session, and the demand for the deadline should be deleted.

But the motion to ask the agencies to respond in writing was passed later, as well as the original motion to allow the road closure in the barangays identified in the item.
