No HR abuses recorded in Martial Law; Army continues awareness campaign

TWENTY-TWO days since the declaration of Martial Law, the Eastern Mindanao Command (EMC) continues to be proactive and aggressive in security operations under its area of responsibility to prevent a spillover of Marawi incident.

As a result, soldiers already recorded eight Maute leaders and members arrested under its area of responsibility.

Brig. Gen. Gilbert Gapay, the spokesperson of EastMinCom, said they are not only aggressive in security operations, but also in information campaign, stakeholders’ engagement and humanitarian assistance in different areas against terroristic activities.

A total of 9,480 checkpoint operations were conducted in the whole area of EMC, while a total of 106 security operations to secure vital installations and critical infrastructures were executed to shield them from sabotage.

In addition, they also established 3,628 informant networks to strengthen the monitoring against terrorism.

Galay said in the course of securing the sea lanes, the Joint Task Force “Haribon” is conducting profiling and registration of bancas sailing along Davao Gulf, while the Bantay Dagat is being strengthened to secure the sea lanes from terrorism and monitor the entry of evacuees.

Meanwhile, the Naval Forces Eastern Mindanao, in coordination with other agencies, is keeping watch over the territorial borders to prevent terrorism and their entry.

As a result of these security operations, eight Maute supporters and members were arrested in the area of EastminCom, including the Maute patriarch, Cayamora, and former Marawi City mayor Fajad Salic.

Their transfer to BJMP in Metro Manila, together with other members and supporters (including the Maute matriarch) arrested in Western Mindanao, was facilitated using a military aircraft as means of transportation.

Fifty-eight municipal LGUs in Eastern Mindanao also imposed curfews that are being implemented by EastMinCom troopers and Philippine National Police.

This effort resulted to the apprehension of 53 individuals who were properly charged for violating local ordinances.

Total gun ban is likewise being implemented in the area. As of this date, there were three violators apprehended and charged for the violation.

At all levels, the EastMinCom units initiated 200 awareness and educational campaigns on Martial Law.

The public is told to call the command’s hotline numbers 09151307179 and 09085185385 to report any abuses committed by soldiers.

On humanitarian assistance, the EMC has sent two missions already; one from the 10th Infantry Division that took off on June 3, while a navy ship loaded with goods coming from different groups and organizations in Davao Region sailed towards Iligan on June 2.

As of this report, EMC already assisted and profiled 7,506 internally displaced persons from Marawi City (Cagayan De Oro – 6,867, General Santos City – 417, Davao City – 222).

“Once again, the EMC is assuring the law-abiding citizens that its actions will always be in accordance to the rule of law and these are being done for the benefit of everyone,” he said.
