City asks public for cooperation in new scheme
THE NEW TRAFFIC scheme that will hit two major thoroughfares in the city, affecting public utility vehicles (PUV), will start on Tuesday, city hall announced yesterday.

The Davao City Planning and Development Office (CPDO) and the Davao City Transport and Traffic Management Office (CTTMO) will implement the “experimental loading and unloading segregation scheme” along Pichon Street (formerly Magallanes Street) and at the corner of MacArthur Highway in Matina and Rodriguez Avenue in Ma-a.

Engr. Froilan Rigor, speaking for the CPDO, said the experimental scheme will address road congestion.

“It will be implemented on Tuesday next week with signages indicating specific areas for predetermined routes, and we are asking for the public’s cooperation,” he said.

He said the scheme intends to modify and train the riding habit of the commuters, stressing that largely the riding public affects the attitude of the PUV drivers.

“This is our way of alleviating the traffic issue in the city without spending much. Instead, we should bank on the people’s behavior,” Rigor said.

There will be separate stops for public utility jeepneys and taxis.

Under the scheme, public utility vehicles are required to strictly unload and load passengers along A. Pichon Street, from the corner of Anda Street up to Bolton Street (fronting Grand Menseng Hotel up to Magallanes Elementary School).

The scheme will also be applied at the corner of MacArthur Highway in Matina and Rodriguez Avenue in Ma-a (outside NCCC Mall Matina, for PUVs going south and Maa areas.

The scheme grouped PUVs according to routes:

Unloading and Loading Area: In front of NCCC Mall (MacArthur Highway, Matina)

South 1 Group or S1 Routes: Calinan, Tugbok and Mintal

South 2 Group or S2 Routes:  Bago, Aplaya, Pangi

Unloading/Loading Area: Beside NCCC Mall (Rodriguez Avenue, Ma-a)

Maa 1 or M1 Routes: Maa, Magtuod, Langub

Unloading/Loading Area: In front of Menseng Hotel

Allied 1 or A1 Routes: Jade Valley, Buhangin via JP Laurel, Bajada

Allied 2 or A2 Routes: Ecoland, Matina Crossing, Talomo, Matina Aplaya, Ma-a, Agdao

Unloading/Loading area: In front of Magallanes Elementary School

Circulatory 1 or C2 Routes: 1A, Route 1B, Route 5B, Route 9, Route 15

Circulatory 2 or C2 Routes: 2, Route 3A, Route 3B, Route 10. (see photos on page 2)

City planner Ivan Cortez said it is expected that the scheme will also be implemented in other areas in the city.

“We observed that the PUV drivers are not anymore using the yellow box,” Cortez said

With the stops, the city government aimed to promote discipline among PUV drivers and commuters.

“Eventually, there will be ticket citation if ever there are PUV drivers who would violate this. Only taxis should be in a designated stop for taxis while only jeepneys should be in a designated stop for jeepneys,” Cortez said.

Before introducing ticket citation, he said they will have a massive information-education campaign about the designated stops.

The new traffic scheme is among Mayor Sara Duterte-Carpio’s initiatives to help ease traffic in the city. (with CIO)
