LTO XI:5-year driver’s licenses to be handed out by Sept. 23

THE LAND Transportation Office (LTO) in region the will start distributing the drivers licenses with five-year validity by Sept. 22.

Lawyer Gomer Dy, regional director of LTO 11, said during the weekly APR-PNP press conference that that those drivers who renewed or applied for license last November 2016 will be given priority. He added “the printing the cards will be issued by batches per month starting November 2016 due to a system adjustment.”

According to the official, LTO 11 has a total backlog of around 150,000 since November last year. Currently, the LTO 11 has two machines for printing and they are planning to add another.

The extension of the validity of license cards from three years to five years was implemented after the LTO issued an administrative order in October last year due to the orders of President Rodrigo Duterte.

Dy is also confident that the new drivers’ licenses with five-year validity are difficult to forge with the new security features. Based on the records, there are now 32 security features on the new driver’s license, including a hologram, laser engraving and guilloche.

The LTO director also said that they are crafting the implementing rules and regulations for the law, which include a demerit system for drivers.

For example, a license could be suspended or revoked even before these expire if a driver will commit reach the cutoff for allowed violations. On the other hand, disciplined drivers can see their licenses extended to 10 years with a 50% discount on fees.

Meanwhile, Dy said they are planning of putting kiosks in malls for a more convenient and faster renewal and application of driver’s license.
