Local gov’t support for doctors to barrio program to continues

LAWMAKERS passed yesterday the proposed ordinance giving authority to Mayor Sara Duterte-Carpio to enter into an agreement with the Department of Health to extend local government support for the Doctors to the Barrio program.

The approval of the council came after the committee on health, chaired by Councilor Mary Joselle Dilig- Villafuerte, provided a corrected copy of the memorandum of agreement which already contained the amendments.

The lawmakers previously deferred the item due to the provision containing the specific amount of compensation to the doctors. Councilors pushed for the removal of that provision considering that the Supplemental Budget No. 2 has yet to be passed.

The previous proposal indicated that the two doctors will be receiving representation and travel allowance (Rata) in the amount of P10,000 as the incentive package in the form of incidental expenses which will be retroactive from the time they started their deployment.

Currently, there is no provision contained in the agreement indicating the specific amount for the appropriation.

Accordingly, the passage of the agreement will become the basis of the appropriation of the budget for the allowances of the two barrio doctors assigned in Paquibato and Marilog districts.

The appropriation will be included on the Supplemental Budget No. 2 which will be presented by the committee on finance in May.

The committee on health said that upon the passage of the agreement, they will follow the rules on how much they can give to the doctors in the form of incidental expenses.

It will be the decision of Duterte-Carpio to present the appropriated budget for the compensation of the doctors.
