Elections peaceful

Authorities said Monday’s elections in the city was peaceful despite reports of commotion and an election-related arrest.

Col. Nolasco Mempin, the commander of Task Force Davao, said the Barangay and Sangguniang Kabataan elections were generally peaceful.

Sr. Insp. Teresita Gaspan, the spokesperson of Davao City Police Office (DCPO), said police arrested an alleged supporter for giving sample ballots inside the premises of the school in Bunawan district.

Gaspan identified the suspect as Rholan Soco Olpinado, 30, a resident of Kilometer 24, Inabanga, Bunawan.

Olpinado was apprehended for distributing sample ballots inside the Aplaya Elementary School.

A situational report received by the Police Regional Office XI from the Davao City Police Office (DCPO) revealed that a commotion happened at Dona Asuncion Elementary School in Barangay Pampanga, Buhangin at 11:25 a.m., Monday.

The incident reportedly happened because there was no Comelec officer-in-charge at the area to answer the concerns of the voters. Immediately, personnel from Sasa police responded and controlled the crowd.

The DCPO also reported that no untoward incident happened in Barangay 23-C, Poblacion District where a commotion erupted on Saturday between the two opposing parties that resulted to the wounding of three persons.

There was also no reported commotion in Barangay Pangyan in Calinan District where the re-electionist Barangay Captain Antonio Guatno was killed on Sunday by a team of police officers out to implement a search warrant for illegal firearms.

Davao del Norte case

In Davao del Norte, the Police Regional Office (PRO) XI said a commotion transpired at the vicinity of Tanglaw Elementary School in Braulio E. Dujali, Davao del Norte around 10:30 a.m., Monday.

Report said the commotion started after supporters of Restie Tabirao, a barangay captain candidate, prevented the supporters of the opposition camp from casting their votes.

Allegedly, Tabirao’s group claimed members of the opposite camp were not actually residents of the barangay.

It was settled when it was established, based on the Comelec records, that the suspects were actually registered voters of the barangay.

With the coordination of the town police personnel and election officer Girlie Iluis, the commotion was settled by 1:35 p.m. after it was established, based on the Comelec records, that the blocked supporters were actually registered voters of the barangay.

Chief. Insp. Milgrace Driz, PRO spokesperson, said a civil disturbance management (CDM) team from the Davao del Norte Police provincial office (DNPPO) was already deployed in the area to assist the town police and the Comelec.

“The persons responsible for the commotion were already brought to Dujali municipal police station,” she added.

In Banaybanay town, Davao Oriental, reports of “ready-made ballots” were reportedly recovered from the house of barangay chair candidate, who is said to be a relative of a ranking Comelec officer.

The Comelec has yet to issue a statement on the case. TIMES went to Comelec Monday but no official was there to answer any inquiry.

Just like in previous elections, vote buying and disenfranchise were also reported Monday.

Davaoenos joined the whole nation in the Barangay and SK Elections Monday where over 2.8 million registered voters flocked in 3,822 established and 1,618 clustered precincts across Davao region.

There are a total of 2,573 candidates for barangay captains in Davao Region and 21,252 for barangay councilman.

For SK, Comelec said there are 2,982 candidates for SK chairmen and 10,355 for SK kagawads.

Davao City, which has 182 barangays, has the most number of established precincts at 6,483 and 2,733 clustered precincts; Davao del Sur has 232 barangays and has 2,430 established and 1,160 clustered precincts; Davao Occidental with 105 barangays has 1,184 established and 515 clustered precincts; Davao del Norte with 223 barangays has 3,822 established and 1,618 clustered precincts; Compostela Valley with 237 barangays has 2,869 established and 1,271 clustered precincts; and, Davao Oriental with 183 barangays has 2,185 established and 1,009 clustered precincts.
