Details on SB1 still unreleased

The city government has yet to release the details of Supplemental Budget 1 (SB1).

“As of today, we have not yet received the Supplemental Budget for 2018. We are supposed to receive at least three to four supplemental budgets a year,” Councilor Danilo Dayanghirang, committee chair on finance, ways and means, said.

The executive branch has not yet submitted the supplemental budget as, according to Dayanghirang, the committee is looking at the financial standing of the city.

“The delay has nothing to do with administrative or clerical work but they are looking at projects that were not implemented last year which can still be implemented this year,” Dayanghirang said.

The amount of SB would come from savings earned from previous collections, as well as projects not implemented by the city government.

According to Dayanghirang, the supplemental budget would include the third tranche of the salary increase of the regular employees. He said that the salary hike is provided under the Executive Order No. 201 signed by President Benigno Aquino III in 2016.

The Executive Order modified the salary schedule for civilian government personnel and granted additional benefits for both civilian and military and uniformed personnel.

Funds for the salary increase of government workers will be sourced from the general fund and the city’s economic enterprises.

Last year, the city allocated P428.17 million for the SB1.

Around P28.7 million went to the Davao City’s development fund wherein P12.7 million was budgeted for non-infrastructure projects and P16 million for infrastructure projects.
