Council OKs renewal of San Juan sister city deal

DAVAO City and San Juan will renew their sister city ties.The City Council on Tuesday approved the ordinance passed on suspended rules giving legislative authority to Mayor Sara Duterte-Carpio to renew the sister city agreement with San Juan City. The ordinance was  authored by Councilor Al Ryan Alejandre, chair on the committee on tourism and beautification.

“The Sister City renewal Agreement is executed to continue the mutually beneficial cooperation and deeper understanding between the parties through an exchange of ideas in the fields of tourism and culture, trade, commerce and industry, science and technology, culture and arts, urban planning, environment protection, public health and social services,” the resolution enacting the ordinance read.

Based on the record, Lemuel Ortonio, officer-in-charge of the Davao City Investment Promotion Center (DCIPC) on Feb. 23, forwarded to the City Legal Office (CLO) the draft sister city renewal agreement of the Davao City and San Juan City.

On March 6, the lawyers of the CLO approved the draft stating that there is no legal infirmity for a local government unit to enter into an agreement or understating with another city, domestic or foreign, that will foster greater cooperation between them.

The CLO also recommended that the matter be forwarded to the Sanguniang Panlungsod for the grant of legislative authority to allow the city mayor to sign the agreement.
