Comelec, PNP, AFP meet, discuss barangay, SK polls

ELECTIONS, police and military officials yesterday met to discuss the security preparations in case the barangay and youth elections will push through this May.

In a command conference held at Camp Quintin Merecido in Catitipan, Buhangin, regional officials of the Commission on Elections (Comelec), Philippine National Police, the Armed Forces of the Philippines (AFP), and the Philippine Coast Guard (PGC) discussed a number of measures.

“Rest assured that Davao (will have) a safe, honest and peaceful election,” said Chief Insp. Milgrace Driz, the spokesperson of the Police Regional Office (PRO) XI.

Driz said among those discussed during the Regional Joint Security Coordinating Council (RJSCC) meeting were the calendar of activities based on Comelec Resolution 102496, the deputization of AFP and PNP (Comelec Resolution 10204), the deputizing of the Philippine Coast Guard (Comelec Resolution 10275), and placing some areas under Comelec control (Comelec Resolution 10199).

With Comelec regional attorney Karina Samantha Caballero representing the poll body, the group also discussed the exemption of AFP and PNP from the transfer/detail and use of any armored car, water or aircraft during campaign period and election day (Comelec Resolution 10205), reconstitution of the regional joint security control center (Comelec Resolution 10249) and the Comelec gun ban, check points and liquor ban.

Driz said the PNP presented the security preparation for elections as delivered by Davao City Police Office director Sr. Supt. Alexander Tagum and the five police provincial directors.

“They presented the situation update in their area of responsibility,” Driz said. Among the concerns were the various election-threat groups like the terror and the communist groups.

She said the Philippine Army will be coordinating with the Comelec and PNP for the deployment of their troops.

Driz said coordinating conferences in the provincial level will also conducting as the election period is set to start on April 14.

Earlier, the regional Comelec said it is 100% prepared for the upcoming synchronized manual barangay and Sangguniang Kabataan (SK) elections set on May 14, 2018.

Speaking during the recent AFP-PNP press conference, Comelec XI spokesman Atty. Omar Samama, also the election officer of the third district, said they are now verifying the voters’ list.

“After verifying with our stakeholders and non-government organizations (NGO), we will be posting in the different voting areas the approved voters’ list that will indicate where the voters will vote and the assigned precinct numbers,” Samama said.

The election period will run from April 14 to May 21.

The filing of the certificate of candidacy is scheduled on April 14 (Saturday) to April 20 (Friday). The Comelec will be opened on weekend (April 14 and April 15, a Sunday) to accommodate those who would want to file their certificates of candidacy.

Based on the Comelec data, a total of 923,539 voters are registered in the region. Around 30%, or 300,036, will vote in the SK elections.
