City officials absent at Monday’s flag ceremony ordered to explain

CITY administrator Melchor Quitain scolded some officials of city hall offices for skipping the flag ceremony every Monday as he called them an “embarassment” to their departments.In his address to the employees during the flag ceremony yesterday, Quitain conducted a roll call of the different offices, asking their administrative officers to present themselves at the front.

Among the offices with their administrative officers present based on the roll call included the City Social Services and Development Office, Records Office, Civil Registrar’s Office, City Budget Office, City Accounting Office, the Integrated Gender and Development Division, City Tourism Office, Sports Development Division, City Treasurer’s Office, City Legal Office, City Health, and the Sangguniang Panlungsod.
According to Quitain, administrative officers who were absent, except those who were on official leave, have to explain to him.
“You have 72 hours to explain why no administrative sanctions should be imposed upon you,” he said.
According to the city administrator, he conducted the roll call after noticing the previous absences of some of the officials.
“I just want to find out whether the administrative officers are present. How can you impose a rule or policy when the one who is supposed to enforce the same does not also comply?” he said.
However in an interview, Quitain added he wanted to meet with them in the afternoon.
According to City Human Resources Office head Erwin Alparaque, among the only valid reasons for not attending the regular 8 a.m. flag ceremony was either the employee is on official leave or sick.
The possible sanctions include insubordination.
“This is non-compliance of a directive from the city government ,” added Alparaque.
Quitain as the city administrator imposed several policies on tardiness and absenteeism, including the installation of a bell at city hall to signal the exact times for dismissal of employees.
