Changes deferred on privilege hour

THE PROPOSED resolution amending the privilege hour of the Sanguniang Panlungsod house rules was deferred for the second reading anew.

Councilor Melchor Quitain Jr., committee chair of the committee on laws, laws rules and ordinances, proponent of the proposal, deferred the resolution during their special session on March 9 to wait for the comment of Councilor Bonifacio E. Militar as the resolution stemmed from his privilege speech last Oct. 21, 2014.

Among the amendments are:

-        Invited guests during the privilege hour may be introduced and recognized but shall not be allowed to speak and address the plenary even on recess;

-        Picture-taking as well as any kind of activity on the floor is prohibited during the privilege hour

Quitain, in his committee report, recommended that a maximum of six speakers can avail the privilege hour.

The committee report also recommended to strictly implement the 10-minute limit for each speaker, with a three-minute extension only, if necessary. The speaker will not be questioned after the speech.

During their regular session last March 6, the city council agreed to remove photo opportunities during the privilege hour. Instead, the picture-taking should be done before the session starts or during the recess.
