BIR officer sacked

THE OMBUDSMAN has ordered the dismissal of a chief revenue officer in Iligan City over the discrepancies in her Statement of Assets, Liabilities and Networth (SALN).

 Deputy Ombudsman for Mindanao Rodolfo Elman dismissed Judith Galinada Pacana of the Bureau of the Internal Revenue (BIR) from government service after she was found guilty for grave misconduct for her failure to declare several properties in her SALN from 2005 to 2013.

 The Ombudsman directed BIR Commissioner Caesar Dulay to implement the dismissal order.

 The dismissal order carries the accessory penalties of perpetual disqualification from holding public office, forfeiture of retirement benefits, cancellation of eligibility and bar from taking the civil service examinations.

 In case of separation from the service, the penalty of suspension is convertible to a fine equivalent to respondent’s salary for one year, and may be deducted from respondent’s retirement benefits, accrued leave credits or any receivable from his office.

 The Ombudsman has also charged Pacana for seven counts of violation of Section 8, in relation to Section 11, of Republic Act 6713 (Code of Conduct and Ethical Standards for Public Official and Employees) and nine counts of perjury for the same acts.

 The investigation of the OMB-Min revealed that Pacana travelled abroad twice without securing the necessary travel authority, in violation of reasonable office rules and regulations.
