Bebot Clarion takes oath as newest city councilor

NEWLY appointed councilor Carmelo “Bebot” Justo Clarion took his oath of office before Mayor Sara Duterte yesterday at the City Hall in the presence of his family.

Immediately upon assumption of office, the 46-year-old Clarion said that “I am honored and happy to accept this appointment.”

Clarion was appointed by President Rodrigo Duterte based on the recommendation of Mayor Duterte and members of the ruling local party, Hugpong sa Tawong Lungsod, to fill in the third district council seat vacated by Bernard Al-ag who was promoted to Vice Mayor following the resignation of Paolo Duterte last Dec. 25.

The Local Government Code, on its Section 45 (1), mandates that in case of a permanent vacancy at the City Council of highly urbanized cities and independent component cities, the President, through the Executive Secretary, is allowed to appoint a new member.

As per Local Government Code, it will be the party, where the person who caused the vacancy belongs to, who will nominate the replacement.

Both resigned vice mayor Paolo Duterte and councilor Al-Ag are members of the Hugpong sa Tawong Lungsod.

Clarion expressed his gratitude to the Dutertes – President Rodrigo, Mayor Sara, Paolo, and Councilor January Duterte – and all the members of the Hugpong sa Tawong Lungsod, particularly Al-ag, for supporting him to become part of the city council.

Right before he assumed his council seat, Clarion served as barangay captain of Mulig, Toril District since 2010.

Welcoming the newbie at the city council, Vice Mayor Al-ag said he expects Clarion “to advance the interest of the 3rd district through legislation.”

It was resigned Vice Mayor Paolo Duterte who pushed for Clarion to the council, believing his experience as barangay official will help ease basic grassroots issues in the third district.
