Insp. Francisco Pana III, the officer-in-charge of the Toril Police Precinct, identified the fallen suspect as Larry Magnos Jagonos, 38, and resident of St. John, Bucana, Barangay 76-A, Talomo District.

Pana said they had monitored the suspect to be engaged in illegal drug operation in Toril area.

So on Wednesday, right after they received information that Jagonos resumed his drug activity, Pana said they immediately coordinated with the Philippine Drug Enforcement Agency (PDEA) XI to conduct a buy-bust operation.

During the buy-bust operation on Saint Michael Street, Pana said Jagonos sold a sachet of shabu to an operative who posed as buyer.

But when he sensed that the buyer was a police officer, Jagonos drew a gun and fired the operative, Pana added.

“So with that, the operatives also returned fire,” Pana said.”(This resulted) to his death.”

Recovered from Jagonos were four other sachets of shabu.

Also recovered from him was a .38 caliber revolver with three live bullets and three fire cartridge shells.

1Lt. Jhocell Asis, the civil-military operations (CMO) officer of the 71st IB, told TIMES that the soldiers responded to a tip from a former rebel who reported to have seen a trip wire along the road of the barangay.

The troops of Alpha Company under the 71st IB, led by 1Lt. Randy A. Coloma recovered IEDs weighing 15 and seven kilos, respectively, with one blasting cap and 50-meter wire.

Lt. Col Esteveyn E. Ducusin, commander of the 71st IB, said the recovered IEDs only proved that the NPAs are already desperate.

“We condemn the (NPAs) for continuously using IEDs which may inflict great harm to the civilians, especially when placed in nearby communities such as roads where everybody is passing by,” Ducusin said.

The IEDs were brought to the headquarters of the 71st IB at Purok 8, Barangay Nueva Visayas, Mawab, Compostela Valley for proper disposition.

The Police National Office (PNP) Regional Office XI is in need of additional 800 officers.

Chief Insp. Milgrace Driz, the regional police spokesperson, said 464 applicants are set for final interview, and the remaining 363 posts are still not filled up.

Speaking during the recent AFP-PNP press briefing held at Task Force
Davao, Driz said applicants will undergo rigid screening that include background investigation and drug test.

Driz is encouraging those who are qualified to apply.

Among the educational applicants being sought are those with baccalaureate
degrees, or National Police Commission passers.

Male applicants should be at least 5’4” and female applicants should be
5’2”. They should be at least 21 years old but not more than 31 on the
date of oath taking.

Driz said applicant can register online via www.regular.pnp-dprm.com. Interested applicants may click on PRO XI if they want to be assigned in Davao region.

Speaking in yesterday’s AFP-PNP press briefing held at Task Force Davao headquarters,

Brig. Gen. Ernesto Torres, the commander of the 1003 rd Infantry Brigade, explained that before a barangay can be declared cleared from insurgency, it will first be assessed by the evaluation board, which submits a recommendation to the validation board.

The board is composed of the Philippine National Police, Armed Forces of the Philippines, local government units, and barangay captains.

“In area clearing evaluation board, 16 will be submitted to the validation board wherein here in the city Mayor Sara Duterte is a member,” he added.

The 16 barangays are Gumalang, Dacudao and Lacson in Calinan; Baganihan and Magsaysay in Marilog; Atan-awe, Kilate, and Tagluno in Toril; Dalagdag in Calinan; Pandaitan, Fatima, Sumimao in Paquibato; Tigatto and Indangan in Buhangin and Barangay Gatungan in Buhangin; and Lampianao in Calinan.

“Should these be validated from 48 plus the 16 barangays we’ll have a total of 64 barangays in the area of the 1003rd brigade that would be cleared of insurgency,” Torres said.

The parameters the validation board follows in declaring a barangay insurgengy-free include, “the dismantling of CPP-NPA politico-military structure; the denial of CPP-NPA access to the area, resources, and manpower; and the establishment of a functioning barangay information network and integrated community public safety system.”

Chief Insp. Ronald Lao, the precinct commander told TIMES, that around 12:40 a.m. yesterday, Datu Abzur Pangilan, 31, driver and a resident of Phase 3, Open Space Muslim Village, Bangkal, personally appeared at the Talomo Police Precinct seeking police assistance.

Pangilan told police that at 12:20 a.m., he WAS driving his tricycle on the way home when four men held him at gunpoint. But he sped off before the robbers could corner him.

Immediately, Lao ordered a team to go to the area and try to apprehend the perpetrators.

At around 1:20 a.m., they spotted two men at the Kadayawan Homes and the victim positively identified them as the ones who tried to rob him. However, one of the men drew his firearm and fired at the policemen.

The cops returned fire and one of them was hit on the body. The other robber threw his gun on the road and escaped.

Lao said the suspect, identified as Rajid Camis, was immediately brought to Davao Adventist Hospital for medical attention and later transferred to the Southern Philippines Medical Center.

However, Camis was declared dead on arrival.

Recovered from the crime scene was one .38 Smith & Wesson revolver with serial number 80880887; three live bullets, one empty shell, P1,000 and black jacket with hood. The other .38 revolver thrown by the other suspect was recovered.

Lao said Camis had several cases for murder and robbery. He also said the suspect was a gang leader of AMIN (Anak Muslim Igalang Natin) in Muslim Village in Bangkal.

However, Brig. Gen. Ernesto Torres, commander of the 1003 rd Infantry Brigade, assured that they haven’t confirmed any reports on impending attacks or terrorist groups that are able to sneak into the city as yet.

Level 1 means the threat is low, level 2 is moderate, level 3 is high, and level 4 is extremely high.

The military defines high as a threat level where there’s “strong possibility of terror attack within a short period of time.”

Torres said in yesterday’s AFP-PNP press conference at the Task Force Davao headquarters that they are looking at the usual suspects like the Abu Sayyaf group, Bangsamoro Islamic Freedom Fighters and other breakaway groups.

He said that Davao City is not the only area placed on alert level 3. The cities of Zamboanga, Iligan, Dipolog, Pagadian and some municipalities of Zamboanga del Norte are also on edge.

Col. Nolasco Mempin, the commander of Task Force Davao said, said they are considering the proximity of Davao City with Sultan Kudarat, General Santos, and Midsayap. Also, the city has always been a prime target for terrorists.

“We don’t have confirmed reports that they (terrorists) have entered or have the plans but we always assume that all these terrorist groups will attempt to enter Davao because this is the hometown of the President and any untoward incident in Davao city will have a negative impact on the administration,” he added.

The Task Force Davao is closely coordinating with the Davao City Police Office and intelligence agencies to try to thwart the threat. They also intensified their checkpoints, mounted more random checkpoints, and secured vital installations. The K9 Unit has also been tapped to join the checkpoints.

“We have also requested additional PNP personnel at the checkpoint area, especially that there are law enforcement issues that should be easily acted upon,” he added.

At the Roxas night market, they are also implementing a “No ID, No Entry” policy. Two years back, a bomb rocked the area which killed 14 people and wounded several others.

On the other hand, Sr. Supt. Andrew Cayad, the chief of the Regional Maritime Unit, said there’s no letup in their maritime security along the coastline from Toril District up to Panabo City. He said three maritime stations were tapped to secure Davao Gulf.

Chief Insp. Milgrace Driz, regional police spokesperson, said the threat level assessment comes mainly from the National Intelligence Coordinating Agency. The intelligence reports are filtered through the law enforcement agencies, which then validate the information with their own assets.

“With the help of the other security counterparts, we are conducting simulation exercises in order to be prepared and be ready for any eventuality,” she added.

A simulation exercise was held in Sasa Police Precinct yesterday by the different law enforcement agencies, along with the 1005th Regional Mobile Force Battalion. They tested the capability of the units to respond to emergencies and attacks.

Capt. Jerry Lamosao, the spokesperson of 10th Infantry Division, said their combat units are also intensifying their intelligence monitoring while they are fighting communist guerrillas in the hinterlands.

“We are also encouraging the public to report immediately if there are reports of any terroristic acts to prevent a spillover in the region,” he added.

 A female medic of the New People’s Army (NPA) surrendered on Monday to the 19th Infantry Battalion in Magpet, Cotabato after accusing their leader of sexual harassment.


“The said medic escape from his sexually abusive leader,” 1Lt. Tere Ingente, the spokesperson of the 4th Infantry Division, said.


Ingente only identified her as alias Wilma, 20, the designated medic of the Pulang Bagani Command 2 (PBC2), escaped from her group while temporarily camped in a the mountainous area North Cotabato and Davao City.


Accordingly, when her father, Bong (not his true name), learned of his daughter’s whereabouts, he asked assistance from the nearest army detachment and was rescued immediately by troops of the 19th IB in Calinan District.


In an interview with soldiers, Wilma claimed that she was one of the five teenage girls from Magpet, Cotabato who were forced to join the NPA last March.


“All of them experienced sexual harassment from their superior whom the group knew as alias Botchoy,” she told the soldiers.


“We joined the NPA to stop the abuses, yet we suffer the same abuse within the organization,” she reportedly told soldiers.


Lt. Col. Ehrlich Noel Paraso, commanding officer of the 19th IB, said that the act of the NPA leader of preying on his own female comrades only proved the communist organization’s disrespect toward women’s rights.


“I call on to the local leaders of the NPA terrorists to stop the exploitation of women and minors and other forms of abuses they are committing against the people,” Paraso said.


Early this year, Ingente said in previous instances, they recovered medical supplies from encounter sites and encampments including syringes, birth control pills, and condoms.


“This is not the first time that NPA terrorists’ leaders sexually abuse their female members,” Maj. Gen Ronald Villanueva, the commander of 4th Infantry Division, said.


“Their leaders made sexual advances to their females by touching delicate body parts to the extent that these females feel molested and sexually abused,” he said.

Last April 2018 in San Carlos, Negros Occidental, a journal found in an encounter contained confessions by a member of the NPA saying she was molested and almost raped by her comrades after she was recruited in 2011.

This, after a senior police officer assigned to the Toril precinct was fatally wounded after dropping his gun.


“I have constantly reminded our personnel on the proper and safe handling of their service firearms,” city police director Sr. Supt. Alexander Tagum said in an interview yesterday.


“That’s the reason why we have a regular marksmanship and gun safety handling training among our personnel,” Tagum said.


“He might have been tired that day and got clumsy that’s why his .45 pistol slipped and fell to the ground that caused the pistol to discharge accidentally hitting our personnel in the head,” he added.


The police dismissed foul play in the incident.


After fighting for his life for two hours at the hospital, SPO3 Rosebelt Angcon expired at 1:58 a.m. on Monday.


In a separate interview, Sr. Insp Maria Theresita Gaspan, the city police office spokesperson, also dismissed the suicide angle.


“Based on our investigation, we found out that there was accidental discharge of firearm because he was a radio operator then he went to the comfort room. Upon returning, he fixed his shoes then the service firearm fell down and went off, hitting his head,” Gaspan explained.


She also said police officers should be responsible gunholders.


“We have been repeatedly conducting marksmanship training so there must be discipline in proper handling of the firearms,” she added.

Capt. Jerry Lamosao, the spokesperson of 10th Infantry Division, said one squad of CAA from Butay patrol base of 72nd Infantry Battalion, was hit by members of Guerrilla Front Committee GFC 55, Southern Regional Mindanao committee (SMRC).

Lamosao said intermittent exchange of gunfire lasted for about 15 minutes, resulting in the death of one government militia and the wounding of another. He didn’t identify the two men although the injured Cafgu was brought to the Kapalong Emergency Hospital.

“We expressed our condolences to the family of the killed CAA. He has offered his life to secure the lives of the people in his community,” Maj. Gen. Noel Clement, commander of 10th ID, said.

“The 10th ID assures the family that justice will haunt the perpetrators,” Clement added.

In his statement, Chief Supt. Marcelo Morales, the regional director of Police Regional Office XI, lauded the operating troops for the accomplishment.


He said they will continue their effort to eradicate all forms of illegal drugs within the region in line with the marching order of President Rodrigo Duterte.


Meanwhile, Chief Insp. Milgrace Driz, spokesperson of PRO XI, said the operating team was able to arrest the subject of the operation identified as Louie Sanchez Diaz, 38, jobless, a resident of Purok Orange Valley, Barangay South.


He was caught in the act of selling illegal drugs worth P500.


Others caught in the act of having a drug session were Larry Navarro Plaza, 38, jobless, a resident of Barangay 23-C; Ernesto Dijeno Tampus, 51, married, taxi driver, a resident of Purok 15-A, Bugac Ma-a; Dirk Benedict Adlao Diaz, 32, welder, a resident of Purok 2-A, Barangay Canocotan.


Also arrested were Elmer Seminiano Dula-ogon Sr., 54, jobless, a resident of Curvada, Poblacion 1, Basalan, Davao Del Sur; Cherry Ann Maduay, 26, a resident of Purok 2-A, Poblacion Monkayo, Compostela Valley; Rommel Sanchez Pasco , 42, carpenter, a resident of Purok Maharlika, Mangga, Visayan Village.


She said recovered from the suspects were two sachets of shabu and drug paraphernalia.


The arrested persons are now detained in the Tagum City Police Station for appropriate legal action in violation of the provisions of RA 9165 (Comprehensive Dangerous Drugs Act of 2002).
