Agencies should synchronize infra projects to avoid delays

THE CITY council committee on public works asked Mayor Sara Duterte-Carpio to require infrastructure agencies to time their projects to avoid further inconvenience to the public.

Committee chair Jesus Zozobrado, at the weekly Pulong Pulong ni Pulong at the Sangguniang Panlungsod, said there still needs to be a mechanism where projects by different agencies may be synchronized and rationalized.

Zozobrado said the local government has the option to require the said agencies to iron out their schedules. “I believe we can compel them,” Zozobrado said.

Zozobrado was a guest at the weekly Pulong Pulong ni Pulong forum at the Sangguniang Panlungsod.

According to the councilor, the infra agencies have met with the committee in recent weeks to air out their concerns on the requirement of the local government.

From time to time, agencies such as the Department of Public Works and Highways (DPWH), Davao City Water District (DCWD), Davao Light and Power Company (DLPC), among others, have submitted periodic reports on their projects.

However, the projects sometimes overlap for various reasons.

“For example, one agency said that the project already had to be implemented, but had its own schedule,” he said. “They would say ‘we need to implement this right away.’”

Other agencies, meanwhile, would have no budget yet.

“There are times when the budget for one project would start at the end of the construction time for another agency,” he said.

Mayor Duterte, in earlier interviews, said she has spoken with the infra agencies to synchronize their projects. There appears to be no central calendar that the city holds on the completion of the road works, with one agency having to dig again on an already completed work.
