Admin case filed vs. policeman who ‘tested positive’ for drugs

THE DAVAO CITY Police Office (DCPO) filed grave misconduct against the policeman who tested positive in the random drug screening conducted among its personnel.

Sr. Insp. Milgrace Driz, DCPO spokesperson, said the investigation recommended that an administrative case be filed against SPO1 Librado Nalzaro after the confirmatory test affirmed the earlier results of the screening.

“If we have already the pre-charge evaluation coming from the region, then his custody will be transferred,” she said.

It will be Regional Investigation and Detection Management Division that will mandate city police director Sr. Supt. Vicente Danao Jr. to assign the suspect to the Regional Police Holding and Accounting Unit.

Nalzaro Jr. contested the results of the drug screening when he tested positive during the random test by the DCPO on Feb. 9.

The drug testing was conducted on 473 personnel coming from the investigation and administrative section, operations, public community relations, mobile patrol group of the DCPO.

Based on the records, the police officer was already suspended before for also testing positive for drugs.

“I wondered how this kind of policemen was reinstated, then he will be discharged again for the same offense,” Sr. Supt. Vicente D. Danao Jr. said.

Danao said the campaign to rid the force of drug dependents is part of their effort to regain public trust for the organization.

Earlier, Danao said they received information from the police hotline as well as the Facebook page of “some names of policemen from the different stations in the city who were using illegal drugs.”

“So we will be having a drug test on every station,” he said. “We’re not assuming that they are guilty when they have to undergo the test, we just wanted to check and prove it (the tip).”
