2 councilors score perfect attendance

OUT OF THE 26 city lawmakers, only two scored a perfect attendance since the opening of the 18th City Council.

Councilors Edgar Ibuyan Jr. and J. Melchor Quitain Jr., from the first district, never missed any regular session of the city council from July 2016 to February 2017.

In a report released by Council secretary Charito Santos during Tuesday’s Pulong- pulong ni Pulong media forum at the Sangguniang Panlungsod, it was also revealed that Councilor January Duterte, the president of the Association of Barangay Captains (ABC), attended the least.

Duterte, wife of Vice Mayor Paolo Duterte who presides the council session, only attended nine out of the 33 regular sessions.

But Santos clarified that the ABC sectoral representative to the city council was absent due to medical concerns.

Santos said any absence of the councilors is always supported with leave applications and documents showing they are on official business, particularly on the Philippine Councilors League activities and conferences.

For instance, Councilor Nilo Abellera Jr., first district, skipped 10 sessions as he attended various PCL activities on official business. Abellera is the incumbent president of PCL-Davao Chapter.

Santos also reported there were two instances wherein the regular session was declared adjourned.

Accordingly, there should be at least 15 councilors present for a session to start.

Meanwhile, Councilor Marissa Salvador-Abella, second district, was recorded to have passed the most ordinances with 36.

Councilor Bernard Al-ag, third district, came in second with 28 ordinances followed by fellow third-district councilors Conrado Baluran with 22 and Victorio Advincula, Jr. with eight.

Councilor Pilar Braga, first district, submitted 86 resolutions, the highest number recorded.

Braga was followed by Councilors Maria Cherry Ann Bonguyan (64 resolutions), Al-ag (49), and Danilo Dayanghirang (40).

Despite only attending nine sessions, councilor Duterte submitted 38 resolutions.

The 18th City Council passed a total of 823 resolutions and ordinances in the seven-month period (July 2016 to February 2017).
